APAC has no shortage of ambitious capacity announcements, but headline megawatts do not necessarily represent infrastructure that can be powered, financed, delivered, occupied or monetised. 

The opening will establish the distinction between announced, deliverable and bankable capacity, and set out the core tests that will run through the summit: 

• Is there credible and durable customer demand? 

• Can power, connectivity and the wider infrastructure stack be delivered? 

• Are regulatory, permitting and community risks understood? 

• Is risk allocated to the parties best able to control or absorb it? 

• Is there a credible route to revenue and eventual liquidity?
