Closing Capital Council: What Needs to Change?

The morning has tested where capital will flow, what turns demand into bankable cash flow, how investors should underwrite increasingly interconnected infrastructure systems, and what ultimately determines whether an opportunity receives capital. 

The final question goes to the room: What is the single most important change required to unlock the next wave of institutional investment in APAC digital infrastructure? 

Each table will identify one priority and submit it anonymously. The Chair and three senior respondents will use the results to identify where the industry has the strongest consensus and where material disagreements remain. 

The discussion will focus on the factors most frequently cited throughout the morning: 

  • Power availability, grid access and time to energisation 

  • Customer certainty and the quality of contracted demand 

  • Regulation, permitting and execution risk 

  • Allocation of risk across customers, operators, energy providers and capital 

  • The availability of appropriate debt and long-duration capital 

  • Greater coordination across power, connectivity, compute and data centres 

  • The conditions required to move from individual transactions to repeatable institutional allocation
